The U.S. Army Corps of Engineers, Albuquerque District (USACE), has released a draft Integrated Feasibility Report & Environmental Assessment (IFR-EA) for an ecosystem restoration project planned in Colorado Springs, Colorado.
The draft report, titled Spring Creek Aquatic Ecosystem Restoration, El Paso County, Colorado, reviews different options to manage natural, cultural, and socioeconomic resources within the project’s area while following environmental laws and regulations. The preferred plan focuses on improving the Spring Creek corridor by using restoration measures such as slope stabilization, installing in-stream structures, and planting vegetation. These actions are designed to enhance the function of the stream-riparian zone and bring benefits to communities in Colorado Springs as well as the wider Fountain Creek watershed system.
According to current planning details provided by USACE, construction is expected to take place during winter seasons starting in 2027 and finishing in 2030. However, this schedule remains tentative and may change based on further coordination.
The public can access an electronic copy of the draft IFR-EA and its appendices through the project’s website or request a hard copy. Physical copies are also available at Ruth Holley Library – Pikes Peak Library District at 685 N Murray Blvd in Colorado Springs.
USACE is asking for comments from agencies and members of the public under requirements set by the National Environmental Policy Act (42 U.S.C. § 4321 et seq.). The draft IFR-EA will be open for public review from February 25 to March 26, 2026.
