The Colorado Department of Local Affairs (DOLA) has released updated guidance for Proposition 123 Fast Track, which includes revised interpretations of allowable extensions and additional resources for communities. The new materials are available on a redesigned website that consolidates all Fast Track information and provides downloadable tools such as a template resolution and self-assessment checklist.
According to DOLA, the updated guidance offers a section detailing requirements for the Fast-Track review process to comply with Proposition 123, best practices, frequently asked questions, and community examples.
Two webinars are scheduled to help local governments and interested parties understand the new guidance. The first event is an informational webinar on Friday, September 12 at 9am where DOLA staff will present the latest materials and answer common questions. “DOLA staff will present all the new fast track guidance materials that have been recently published, including some new statutory interpretation on the allowable extensions. The new fast track website is easier to navigate, the requirements are better explained, and there are new downloadable tools. This webinar will highlight the new changes and DOLA staff will address the most commonly asked questions about the guidance.”
A second session—a panel discussion—will take place Thursday, September 18 at 9am as part of DOLA’s monthly Housing Strategies Peer Exchange series. This event will feature perspectives from local governments regarding policy approaches and implementation efforts related to Fast Track requirements. “Featuring local government perspectives on fast track policy approaches and implementation efforts. This session will be interactive, allowing audience questions and input, and will showcase a handful of different community types approaching the fast track requirements in different ways.”
These events target local government staff or elected officials, consultants, and others interested in learning more about Proposition 123’s Fast Track requirements.
