Colorado DORA seeks public input for 2025 sunset review process

The Colorado Office of Policy, Research and Regulatory Reform (COPRRR), part of the Department of Regulatory Agencies (DORA), is asking for public input on its 2025 sunset reviews. These reviews are set to be published on October 15, 2025.

Sunset reviews are used to assess whether existing regulatory and non-regulatory programs remain necessary based on statutory requirements. The process looks at whether regulation is still needed to protect public health, safety, and welfare; if circumstances have changed since the original regulation was enacted; or if new issues require adjustments in the level of oversight. When regulation is found necessary, the review seeks the least restrictive approach that serves the public interest.

According to COPRRR, “Stakeholder feedback is an important component of successful sunset reviews and allows Coloradans the opportunity to provide feedback on state government programs and divisions.” The office gathers comments on issues, concerns, ideas, and suggestions for each program under review.

The Colorado General Assembly sets termination dates for agencies, boards, programs, or functions unless new legislation continues them. COPRRR performs annual sunset reviews as scheduled by the legislature. Recommendations from these reports can lead to draft legislation regarding a program’s continuation or changes.

For 2025, COPRRR is collecting feedback on several programs including:

– Barber and Cosmetologist Act
– Biomass Utilization Grant Program
– Cash and Professional Cash Bail Bonding
– Cold Case Task Force
– Division of Real Estate (including Subdivision Developers and Home Warranty Service Contracts)
– Fire Suppression Registration and Inspection Program
– Hemodialysis Clinics and Technicians
– Licensing of Substance Abuse Treatment Programs
– Medical Board
– Office of Combative Sports and Combative Sports Commission
– Pet Animal Care and Facilities Act
– Podiatry Board
– Public Utilities Commission
– Securities Division and Securities Board
– Water Vessel Registration

Advisory committees under review include: Business Intelligence Center Advisory Panel; Compliance Advisory Panel to Air Pollution Control Division; Colorado Food Systems Advisory Council; Forest Health Advisory Council; Kidney Disease Prevention and Education Task Force; Veterinary Pharmaceutical Advisory Committee.

Feedback can be submitted through COPRRR’s website. To maximize impact in the review process, comments should be provided by May 31.
