Colorado Public Utilities Commission announces December schedule of public hearings and comment periods

The Colorado Public Utilities Commission (PUC) has announced a series of public comment, information, and engagement opportunities scheduled for December. The commission is encouraging participation from community members, stakeholders, and advocacy groups to help inform its decision-making processes.

A significant item on the agenda is a new rulemaking process, Proceeding No. 25R-0428T, aimed at establishing rules for the state’s Telecommunications Relay Service (TRS). This follows the restructuring outlined in HB25-1154, which changes how Colorado delivers communication services to individuals with disabilities. The proposed rules will create a new “communication services for people with disabilities enterprise,” tasked with managing key services such as TRS—enabling phone calls for those with hearing or speech disabilities—auxiliary services like sign language interpreters in courts and rural areas, and equipment distribution for eligible individuals.

The PUC is seeking input from all interested parties on these proposed rules. “The PUC invites public comment on a new rulemaking, Proceeding No. 25R-0428T, to establish rules for the state’s Telecommunications Relay Service (TRS). HB25-1154 restructured how Colorado provides critical communication services to individuals with disabilities. The rules will create a new ‘communication services for people with disabilities enterprise,’ that is responsible for managing and centralizing several key services,” the commission stated.

The deadline to file comments responding to initial submissions is November 24. A virtual public comment hearing will be held from 11 AM to 5 PM on Monday, December 1.

Other upcoming meetings include the monthly 9-1-1 Services Enterprise Board Meeting on Wednesday, December 3 from 3 PM to 4 PM via Zoom.

Public comment hearings are also scheduled regarding Xcel Energy’s siting permit appeals for Segment 5 of its “Colorado Power Pathway” project. The Elbert County in-person hearing will take place Tuesday, December 9 from 5 PM to 7 PM at the Agriculture Building at Elbert County Fairgrounds in Kiowa. An additional in-person hearing for El Paso County is set for Monday, January 26, 2026 at Swink Hall at the El Paso County Fair and Events Center in Calhan.

Each month, the commission accepts both virtual and in-person public comments during its second weekly meeting of the month—typically held on Wednesdays at 9 AM—with meetings streamed live on YouTube. Registration links are posted prior to each meeting on the PUC Calendar.

For those unable to attend hearings or meetings directly, written comments can be submitted online through the Commission’s form or via email at dora_puc_website@state.co.us. Comments can also be mailed or left as oral messages by calling (303) 869-3490; options are available in English and Spanish. Interpreting services for ASL and Spanish can be requested two weeks ahead of each hearing by contacting Megan.Castle@state.co.us.
