Colorado Public Utilities Commission opens Utility Bill Help program for upcoming heating season

The Colorado Public Utilities Commission (PUC) has opened applications for its Utility Bill Help (UBH) program for the 2025-2026 heating season. The program, which began as a pilot, saw applications rise from 763 in its first year to 8,512 in its second, indicating increased demand for utility bill assistance among income-qualified residents.

“The PUC created the Utility Bill Help program as one more way to help our most vulnerable families receive benefits that help them save money, stay safe and warm, and stay in their own homes,” said PUC Director Rebecca White. “The UBH program has been instrumental in connecting income-qualified families with the utility bill energy assistance programs that can make a big difference in Coloradans’ lives.”

From October 1, 2025 through August 31, 2026, UBH will refer eligible customers of Atmos Energy, Black Hills Energy, Colorado Natural Gas, or Xcel Energy whose household incomes are at or below 80% of the State Median Income to utility-run assistance programs. Customers are advised to apply first for the Low-Income Energy Assistance Program (LEAP), which provides a one-time payment and helps prevent service disconnection. Those denied LEAP or found ineligible may still qualify for UBH referrals to affordability programs run by their utility providers. Benefits may include limiting home natural gas and electric bills to no more than 6% of monthly income.

In addition to UBH, the PUC has helped launch the Colorado Energy Savings Navigator (CESN). This online tool connects residents with over 600 energy rebates and 18 different bill assistance programs—including federal tax credits expiring later this year—and provides guidance on eligibility and application processes.

“The PUC is ready to help connect Coloradans with ways to help keep energy affordable. The CESN tool offers a one stop solution to connect Coloradans with the benefits that can save money and energy,” White said.

Applications for LEAP can be submitted through the Colorado PEAK website. For those who do not qualify or are denied LEAP benefits, further information about UBH is available on the PUC’s website. Additional resources can be accessed through the Colorado Energy Savings Navigator online tool.
