Colorado Public Utilities Commission schedules February hearings on power shutoffs, rail safety, equity

The Colorado Public Utilities Commission (PUC) has announced a series of public comment, informational, and engagement opportunities for February. The PUC emphasizes the importance of community input in its decision-making process.

A new email address has been introduced to facilitate public comments: dora_puc_comments@state.co.us. When submitting comments by email, participants are asked to include the relevant proceeding numbers.

Several events are scheduled:

On January 28, a virtual public comment hearing will focus on proposed rules regarding Public Safety Power Shutoff (PSPS) events. PSPS is a tool used by utility companies to reduce wildfire risks from downed power lines. The PUC encourages all interested individuals to participate, regardless of their direct experience with shutoff events.

A Commissioners’ Information Meeting about PSPS will take place on February 2. Local governments and emergency management offices will provide input during this session, which can be viewed on the PUC YouTube Channel.

The monthly meeting of the 9-1-1 Services Enterprise Board is set for February 4 and will be held via Zoom.

On February 5, there will be a virtual public comment hearing related to rulemaking for wayside system detectors as part of rail safety measures. These rules stem from HB24-1030 and include requirements for railroads to report annually on their detector systems and protocols for handling blocked crossings and emergency vehicle access.

February 9 features a hearing about proposed changes to gas and electric disconnection reporting requirements. The goal is to streamline reporting processes while improving data quality for regulatory oversight and policy development related to energy affordability and preventing disconnections.

The regular monthly Commission Public Comment Opportunity is scheduled for February 11. These meetings are held virtually due to building construction and allow general public feedback except on matters currently before the commission or those included in that day’s agenda.

On February 17, a hearing will discuss new equity-related rules guiding how utilities analyze impacts on different communities, especially those disproportionately affected by utility decisions. This effort responds to requirements under SB21-272.

February 23 brings a remote public comment hearing regarding rulemaking aimed at addressing imposter drivers within Transportation Network Companies (TNCs) such as Uber and Lyft. Proposed amendments seek stricter penalties for both TNCs and imposter drivers, improved information sharing among licensed TNCs when imposter drivers are found, and consideration of making certain refusal-of-service reports publicly available.

Public comments can also be submitted through an online form, by mail, or by phone in English or Spanish. Interpreting services in ASL and Spanish are available upon advance request.
