The Colorado Public Utilities Commission (PUC) has announced a series of public comment, information, and engagement opportunities for October. The PUC says it is committed to involving the public in its decision-making processes and encourages participation from community members.
One major upcoming event is a public comment hearing on Tri-State Generation & Transmission Association’s application to join the Southwest Power Pool Regional Transmission Organization in the Western Interconnection (SPP RTO West). This move is connected to Senate Bill 21-072, which requires Colorado transmission utilities to join an organized wholesale market by January 1, 2030. Tri-State seeks an order from the PUC stating that joining SPP RTO West serves the public interest and fulfills the bill’s requirements. The Commission expects to make a final decision on this matter in November 2025.
The hearing on Tri-State’s application will take place Tuesday, October 7, from 9 AM to no later than 5 PM. Members of the public can register online to provide comments.
The PUC’s 9-1-1 Services Enterprise Board will also hold its monthly meeting on Wednesday, October 1, from 3 PM to 4 PM via Zoom.
In addition, there will be an opportunity for public comment during the Commission’s second weekly meeting of October. These meetings are held at 9 AM every Wednesday except holidays and are streamed live on YouTube. The next opportunity for public comment is scheduled for Wednesday, October 8 at 9 AM. Advance registration is encouraged but not required; details will be posted on the PUC Calendar prior to the meeting. Comments must not address topics currently before the commission or pending proceedings.
Public comments can also be submitted through several other channels: by using the Commission’s online form, by email at dora_puc_website@state.co.us, by mail sent to Colorado Public Utilities Commission at their Denver office address (1560 Broadway, Suite 250), or by calling (303) 869-3490 where options are available in English and Spanish.
Documents related to these proceedings can be accessed through the search function on the Commission’s e-filings page. Information about all hearings and events is regularly updated on the PUC Calendar.
Interpreting services for American Sign Language and Spanish are available if requested two weeks before each hearing by contacting Megan.Castle@state.co.us.
“The PUC invites the public to provide public comment, participate in informational and stakeholder meetings, and engagement opportunities,” according to a statement from the agency. “The PUC announces upcoming opportunities each month.”
