Colorado seeks input on proposed updates to communicable disease reporting rules

The Colorado Department of Public Health and Environment (CDPHE) is seeking public feedback on proposed updates to its communicable disease regulations, known as 6 CCR 1009-1. These rules list the diseases that must be reported to CDPHE and local health agencies to help protect public health.

According to the department, the regulations set out the authority of public health officials to investigate epidemic and communicable diseases and implement control measures. The rules also detail which conditions and outbreaks must be reported, who is responsible for reporting them, timelines for reporting, and how reports should be submitted to CDPHE. In addition, they include provisions about accessing relevant medical records during investigations.

People who want to give input can attend a virtual public listening session from noon to 1 p.m. on September 16, 2025. During this session, CDPHE staff will review the suggested changes and take comments from attendees. Registration in advance is required through the CDPHE communicable disease rulemaking webpage: https://cdphe.colorado.gov/about-cdphe/boards-and-commissions/board-of-health/board-of-health-rulemaking/rulemaking-notices-1.

Feedback can also be submitted using an online form provided by CDPHE. Comments must focus on 6 CCR 1009-1 and need to be received by 5 p.m. on Thursday, September 25, in order to be considered.

CDPHE states that feedback collected now will help program staff draft proposed updates for submission to the Board of Health but will not become part of the official record at this stage. If the Board of Health moves forward with rulemaking, there will be another opportunity for public comment that will become part of the formal record.
