State Board Search Committee sets meeting date for next Property Tax Administrator

The State Board of Equalization’s Search Committee will hold a meeting on June 24, 2025, at 10:00 a.m. to discuss the process for hiring a new Property Tax Administrator. The meeting will take place at 1313 Sherman Street, Room 318, Denver, Colorado, and will also be accessible remotely. Members of the public are invited to attend either in person or virtually. Those wishing to attend in person are asked to RSVP to Emma Richards by June 17, 2025.

The committee was formed to assist with the appointment of a new Property Tax Administrator as the current administrator, JoAnn Groff, plans to retire at the end of her term on December 31, 2025. Groff has served in this role for over 19 years and is recognized for her expertise in property tax law and her service as both a state legislator and public servant.

“The Department of Local Affairs would like to thank Administrator JoAnn Groff who has served dutifully in the position for over 19 years, and is known for her in-depth and masterful understanding of property tax law, sage advice, and is appreciated for her vast experience serving as both a Colorado state legislator and a dedicated public servant. She plans to retire when her current term ends on December 31, 2025,” according to the department.

The State Board of Equalization appoints the Property Tax Administrator under authority granted by the Colorado Constitution and state statutes. The board has delegated certain responsibilities related to this appointment process to its search committee. At the upcoming meeting, committee members will determine job search goals related to filling this non-classified position that leads the Division of Property Taxation.

Members of the search committee include JoAnn Groff; Brenda Valerio, Director of Human Resources at the Department of Local Affairs; Mark Chapin, President of the Colorado Assessors’ Association; and Maulid “Mo” Miskell, Deputy Executive Director at the Department of Local Affairs.

The State Board consists of several high-ranking officials including the Governor, President of the Senate, Speaker of the House or their designees, along with two members appointed by the Governor with Senate consent. Appointed members must have relevant experience or qualifications in property taxation or appraisal.
