The Office of Policy and Efficiency at the University of Colorado announced on April 9 updates to three systemwide administrative policy statements, covering technology transfer and finance. The changes are intended to bring policies in line with current practices and regulatory requirements.
These updates are important as they ensure university policies remain consistent with recent governance decisions, evolving campus needs, and federal law. They also clarify procedures for managing intellectual property and sensitive financial data across the university’s campuses.
In the area of technology transfer, revisions were made to APS 1013-Intellectual Property Policy on Discoveries and Patents for Their Protection and Commercialization. These changes make the policy consistent with Regent Policy 5.I, which was implemented in June 2024. The updated APS reflects changes in how technology transfer is managed since its last revision in 2006, allowing each campus flexibility to determine appropriate implementation procedures.
For finance-related policies, two major updates were approved. APS 7010-Red Flag Identity Theft Prevention Program now serves as the university’s dedicated program for detecting, preventing, and mitigating identity theft risks related to sensitive financial account data. This program sets required parameters for all organizational units handling such data when conducting business with students, employees or other customers at the University of Colorado. It also ensures ongoing compliance with federal laws regarding identity theft prevention.
Additionally, APS 7003-Collection of Personal Data from Students and Customers was revised by removing sections related to identity theft prevention—now covered under APS 7010—and eliminating a section on collection requirement exemptions that is no longer necessary.
